Reliability is an integral part in the field of Facilities Management (FM). It percolates deep into many sectors and encompasses health and safety concerns, security and a plethora of interlinked issues. Facilities management is a significant part of any project and of primary significance when it comes to Burj Khalifa, ranked as number one on all three criteria for tall buildings by the Council on Tall Buildings and Urban Habitat (CTBUH)- height to architectural top, height to highest occupied floor and height to tip. Developed by Emaar Properties PJSC, the architecture features a triple-lobed footprint, an abstraction of the six-petalled desert flower, Hymenocallis.
The tower with a total built-up area of 5.67 million square feet across 163 floors is composed of three elements arranged around a central core. The modular, Y-shaped structure, with setbacks along each of its three wings, provides an inherently stable configuration for the structure and provides attractive floor plates for residential space. Twenty-six helical levels decrease the cross section of the tower incrementally as it spirals skyward.
The FM grid as it stands today
“Earlier FM was considered to be a quick-fix option. But in a recession-hit scenario, things have changed. Now, people are careful and more aware. Even the Real Estate Regulatory Authority (RERA) pays detailed attention to FM. People too, now want the FM costs to be forecasted before and do not leave it as just a side-tracked task,” explains Ali Al Suwaidi, Senior Director, Operations, Burj Khalifa.
In the face of the economic downturn, FM has not lost its sheen according to the Senior Director. He asserts that FM is attached to property and real estate, but whatever was achieved in the boom, will sustain. The big companies which have
a platform to work from, a foundation to provide good service from, will grow.
Al Suwaidi, with a background in maintenance, administration and health and safety, strongly feels that a vast potential lies untapped in the FM sector.
Schools, hospitals, hotels and even mosques have now begun paying more attention to the FM angle. There is a lot of scope for FM to grow in this area. These organizations have realized the importance of outsourcing FM tasks as this leads to cost-cutting and professionally finished jobs. A prime example of managing a multi-faceted property is the Burj Khalifa with Emaar managing the varied facilities management portfolio with the assistance of its partners.
Complexities of carrying out the FM tasks
“Burj Khalifa is a vertical city and demands a lot from the perspective of facilities management. It is very much functional, but in the transitory stage as the owners have to take their ownership. We are working on the on-going procedure of handing over the apartments/offices to the respective owners,” divulges the Operations Director.
He adds, “We are managing all aspects- engineering, soft services, IT and health and safety. We have the management team, engineers and tools. We have are own processes and the Burj Khalifa FM team along with its partner service-providers looks after all aspects of the tower. If the service providers are reliable, we outsource certain tasks and processes to them. However the security for this critical building is totally in-house and we engineer the security system.”
Studying the dimensions of this 824 metres high structure, the level of facilities is different than any other building in the whole world. It’s an absolute mixed occupancy building. As per reports, at any given point of time, there are expected to be a minimum of 15,000 people on the premises with 900 apartments, offices, hotel and a public attraction deck, At the Top.
“The building is alive continuously and as Emaar FM it’s an invigorating challenge to manage. Apart from the practicalities involved, our strategy for conservation is based on four pillars, namely: water management, electricity requirements to be met with alternative sources, waste management in all arenas and the fourth and the most important pillar of continuous education and training. Even our partners involved with the operational part cannot possibly replicate the model utilized here as the basic model of services maybe accessible to them as they move on, but what we will have is the learning and the scope of improvement executed thereof in the services provided,” elucidates the manager conducting on-the-site facilities management tasks.
Scale of operations
On being asked about the challenges that a structure like the Burj throws up, he says, “The biggest challenge we face is the fact that it is a mixed-use property. This is a tower which is just not residential or commercial. It harbours practically all aspects of living. Managing people in the building is the greatest challenge. To substantiate, we have to train people in case of the possibilities of a fire alarm going out; we have an alarm which goes off if the wind velocity is too much as well. Education for the sake of health and safety is very important in such a mixed use construction- ceaseless education to the people utilizing the building for various purposes.”
Burj Khalifa employs a record-breaking 330,000 cubic m (11.6 million cubic ft) of concrete; 39,000 m/t of reinforced steel; 103,000 sq m (1.1 million sq ft) of glass; 15,500 sq m (166,800 sq ft) of embossed stainless steel; and the tower took 22 million man hours to build.
The amount of reinforced steel used at the tower, would if laid end to end, extend over a quarter of the way around the world. The concrete used is equivalent to a sidewalk 1,900 kilometres (1,200 miles) in length, and the weight of 100,000 elephants. The weight of the empty building is 500,000 tonnes.
The tower accomplished a world record for the highest installation of an aluminium and glass facade, at a height of 512 metres (1,679.8 ft). The total weight of aluminium used on Burj Khalifa is equivalent to that of five A380 aircrafts, and the total length of stainless steel bull nose fins is 293 times the height of the Eiffel Tower in Paris.
Burj Khalifa’s high performance exterior cladding system is designed to withstand the UAE’s summer temperatures. In all, the 24,348 cladding panels cover a curtain wall area of132,190 sq m, and Burj Khalifa’s shimmering exterior minimizes heat transmission and saves energy.
Speaking purely from an FM platform, Al Suwaidi, a member of MEFMA states,
”There is access limitation in a structure like this especially towards maintaining the MEP services. We have strips in the building, these are mechanical floors as the building is divided into zones and our people are operating the building sitting in these floors. Through the Building Management System (BMS) we can monitor even minute details like the water pressure. The BMS system has to be perfect and effective.”
The tower’s water system supplies an average of 946,000 litres (250,000 gallons) of water daily. At peak cooling, Burj Khalifa will require about 10,000 tonnes of cooling, equal to the cooling capacity provided by about 10,000 tonnes of melting ice.
Dubai’s hot, humid climate combined with the building’s cooling requirements creates a significant amount of condensation. This water is collected and drained in a separate piping system to a holding tank in the basement car park. The condensate collection system provides about 15 million gallons of supplement water per year, equal to about 20 Olympic-sized swimming pools. The tower’s peak electrical demand is 36mW, equal to about 360,000 bulbs of 100 watts operating simultaneously.
There are a total of 57 elevators in the entire Burj. At one time there are a minimum of 4 elevators to manage the people going up to the deck to enjoy the breathtaking view literally. The FM team at Burj discusses with OTIS the issues regarding elevator management, but outlines its Key Performance Indicators (KPIs). The Burj Khalifa boasts of the fastest double cabin elevator in the world; as also the tallest elevator in the world serving 140 floors.
Seven double-storey mechanical floors house the equipment that brings Burj Khalifa to life. Located every 30 storeys, the mechanical floors house the electrical sub-stations, water tanks and pumps, air-handling units and so on, which are essential for the operation of the tower and the comfort of its occupants.
Surveillance is of prime importance at all times and at any point in time, the security personnel are on with the job with Smart cameras. Fire safety and speed of evacuation are of prime consideration in the design of Burj Khalifa. Concrete surrounds all stairwells and the building service and fireman’s elevator has a capacity of 5,500 kg and is the world’s tallest service elevator. There are pressurized, air-conditioned refuge areas located approximately every 25 floors.
On being questioned about encountering natural forces, the experienced director replied in a jovial yet confident tone, “We were happy that it rained so hard and we got to test the waters. It takes 3-4 months to clean the entire facade with the Building Maintenance Units (BMUs) and with abseiling it could take lesser time as with greater staff strength the task goes faster. At a time not more than 18 BMUs are permitted. The most problematic areas to clean are those below, at the bottom, as the area is enormous-4000 square feet of landscape with 6 fountains. This requires a lot of maintenance.”
Access to the tower’s exterior for both window washing and facade maintenance is provided by 18 permanently installed track and fixed-telescopic, cradle-equipped BMUs. The track-mounted units are stored in garages, within the structure, and are not visible when not in use. The manned cradles are capable of accessing the entire facade from the top of the tower down to level seven. Window washing is done vertically from the top to the ground.
“We have air handling units including outdoor air-handling units (OAHU). We clean air and pump it back; it’s like a closed loop. We have to clean all the ducts regularly to do away with any dust. OAHUs are important to keep the air clean. During construction, doing the wiring and ducting must have been surely tough, but now we have access and the mechanical floors assist immensely in the maintenance tasks,” says Al Suwaidi.
He further explicates the unique mechanism of using the benefits of gravity when he says, “The idea is to use more of gravity to our advantage. For example, we pump the water into the major tanks which then can be supplied due to the gravitational pull with the help of Pressure Reducing Valves (PRVs). It’s a vertical city and so we cannot have the services at the side; example water or electricity department. Here we have zones and services in the middle. We need to have preventive maintenance with a predictive approach. For example, we need to be alert to know the shortfalls if any in the heating and ventilation (HV) lines.”
Control in this building is the backbone of the function of facilities management. Just like our human body which sends out signals, the FM team ought to be alert to all the signals coming in from all directions. The FM team’s main assignment in managing the Burj Khalifa is to be pro-active always.
“The Burj offers a different lifestyle altogether. An individual can stay, work and shop within the same structure. We have to put the new standard for best practice in a high-rise mixed-use building. All the service providers have to constantly interact with each other as Emaar Burj Khalifa, working out a strategy to work with integrity, integration and reliability across teams. All the teams managing the FM are interdependent. Each customer has unique requirements and Emaar Burj FM strives to understand each component of the building and the engineering angle, and integrate it all,” sums up Ali Al Suwaidi.
